Why HEIC files won't open, and what conversion changes
HEIC (High Efficiency Image Container) has been the iPhone default since iOS 11. It stores roughly the same visual quality as JPEG in about half the space, using the HEVC codec. The trade-off is compatibility: HEVC is patent-encumbered, so Windows requires a paid codec extension, most government upload portals reject the format, and many web forms silently fail on it.
What is inside a HEIC that a JPEG cannot hold: - Multiple images in one file — this is how Live Photos and burst sequences are stored. Converting keeps only the primary frame. - Depth maps used for Portrait mode. These are discarded on conversion; the blur that was already rendered into the image remains, but you can no longer edit it. - 10-bit colour and HDR gain maps. Practical guidance: - Convert at 90–95% JPEG quality. HEIC is already compressed, so a low-quality conversion compounds two lossy passes. - Keep the original HEIC if the photo matters. This changes future photos only. - For government forms, check the file-size ceiling as well as the format — JPEG output from a 12 MP iPhone photo is typically 3–6 MB, far above the 240 KB DS-160 limit.
