Open tool The Diversity Visa programme gives away up to 55,000 U.S. immigrant visas a year by random selection, and the single most common reason an otherwise valid entry is thrown out has nothing to do with luck — it is the photograph. This guide sets out the DV Lottery photo requirements for 2027: the exact pixel size, the file limits, the head-height range, the background, and the rules for spouses and children. Every technical value below comes from the current U.S. Department of State digital-photo standard used by the Electronic Diversity Visa (E-DV) system, and each one is easy to check before you submit. When you are ready to produce the file, the free U.S. Green Card photo tool crops, sizes and compresses it in your browser.
DV-2027 photo requirements at a glance

Honesty matters more than speed here. As of the publication date of this guide, the Department of State has announced that it is changing the DV entry process and that the DV-2027 registration start date will be announced "as soon as practicable". The full DV-2027 instructions — the document that fixes the entry window, the list of eligible countries and any procedural change — had not yet been published when this article was written.
So, to be clear about what this page is:
- The technical photo specification below (600 × 600 px, JPEG, 240 KB, head-height range, background, expression) is the current U.S. Department of State digital-photo standard used for DV entries and for U.S. visa photos generally. It has been stable for years and is the correct target to prepare against today.
- Dates, eligible-country lists and procedural steps for DV-2027 are not covered here as fact, because they had not been published. Confirm them on travel.state.gov when the instructions appear.
- We invent nothing. If a rule is not published, it is not in this guide.
Preparing your photo early costs nothing and removes the biggest avoidable risk. Registration windows are short — historically around a month — and the photo is the part people rush.
DV Lottery photo size: dimensions, head height and framing
The DV Lottery photo size is 600 × 600 pixels — a perfect square. That is the same 1:1 shape as the classic 2 × 2 inch visa photo, printed at 300 DPI. Rectangular photos padded with white bars are rejected even when the total pixel count looks right.
Inside that square, two measurements decide whether the automated check passes:
- Head height: from the bottom of the chin to the top of the head (including hair) must occupy 50%–69% of the image height — roughly 300 to 414 pixels.
- Eye height: the eye line must sit 56%–69% of the way up from the bottom edge — roughly 336 to 414 pixels.
Practically, that means head and the top of the shoulders in frame, centred, with a small margin of background above the hair. Face the camera squarely: no tilt, no three-quarter angle, no chin up or down. Use the rear camera and ask someone to shoot from about 1.2–1.5 m at your eye level — a selfie at arm's length enlarges the nose and shortens the ears, which can fail facial-geometry screening.
A plain wall, even daylight and the camera at eye level produce a compliant DV Lottery photo without a studio. If your source picture is a good portrait but the framing is off, crop it to a square first and then resize it to 600 × 600 px.
Background, lighting, clothing, glasses and head coverings
The background must be plain white or off-white with no shadow, no texture, no furniture and nobody else in frame. Stand about a metre away from the wall so your own shadow falls behind you rather than onto it, and use soft daylight from the front instead of a direct flash. If your wall is not clean enough, the free background remover replaces it with an even white field.
Expression: neutral, mouth closed, both eyes open and visible. No smiling.
Clothing: everyday clothes. Uniforms and camouflage are not accepted. Avoid white tops, which blend into a white background — mid-tone colours read better.
Glasses: not permitted. The eyewear allowance was removed in November 2016 because of glare and frame occlusion. Take them off, including thin or non-prescription frames. A medically necessary eye patch or shield may be accepted with a signed statement from a medical professional.
Head coverings: allowed only when worn daily for religious reasons, and only if the full face is visible from the bottom of the chin to the top of the forehead, both edges of the face are visible and no shadow falls across the face. Hats, hoods, headphones, sunglasses and colour contact lenses are never acceptable; hearing aids are fine.
DV Lottery digital photo requirements: format, pixels and file size
A visually perfect photo still fails if the file is wrong, and the E-DV error messages are famously unhelpful. Get these four right:
- JPEG only. iPhones save HEIC by default and screenshots save PNG — both are rejected. Convert with the free image to JPG converter.
- Exactly 600 × 600 px. Not 601, not 599, not a rectangle.
- Under 240 KB. A modern phone JPEG at that size often lands at 300–500 KB. Compress it rather than shrinking the dimensions — compress to 200 KB keeps clear headroom.
- 24-bit sRGB colour with no visible compression blocking. Aim for roughly 120–200 KB; squeezing down to 30 KB creates artefacts around the eyes and hairline that can fail quality screening.
Scanning a printed 2 × 2 in photo is allowed: scan at 300 DPI or higher to reach 600 × 600 px, and never scan a print that is folded, stamped, stapled or trimmed from a larger picture.

Exact 600 × 600 px output, clean white background and a JPEG comfortably under 240 KB — ready for the E-DV entry form.
Create Your U.S. Green Card Photo → Entry photo vs. interview photo: two different requirements
This trips up a lot of selectees. There are two distinct photo moments in the Diversity Visa process, and they are not the same requirement.
| Stage | What you submit |
|---|
| DV entry (E-DV form) | A digital JPEG, 600 × 600 px, max 240 KB, uploaded to the official entry site. |
| After selection (DS-260 and interview) | Recent photos meeting the standard U.S. immigrant-visa photo requirements — commonly 2 × 2 inch (51 × 51 mm) prints taken within the last six months, per the instructions from the consular post or the National Visa Center. |
The composition rules are essentially the same; the delivery format is not. The photo you entered with will normally be too old by interview time, so plan on a fresh set. Our passport photo vs. visa photo guide explains where the two standards diverge, and the U.S. visa photo page lists the sizes.
The digital entry photo and the printed 2 × 2 in interview photo are two separate steps. Photos for your spouse and children
This rule disqualifies more entries than any framing error. Your entry must include a separate, compliant photo for:
- Your spouse — even if you are separated, even if they live elsewhere, even if they will not immigrate with you.
- Every unmarried child under 21, including step-children and legally adopted children, and including children already living in the United States — again, even if they will not immigrate.
The only exception is a spouse or child who is already a U.S. citizen or lawful permanent resident. Leaving someone out is grounds for disqualification at interview.
Babies and toddlers
The same 600 × 600 px, white-background, neutral-expression rules apply — there is no exemption for age. Lay an infant on a plain white sheet and shoot from directly above, with no hands, arms or toys in frame and no shadow on the face. Eyes must be open. Nobody else may appear in the picture.

Prepare Your DV Lottery Photo → Ten mistakes that get DV entries rejected
Ranked roughly by how often we see them:
- Reusing an old photo — the six-month rule is enforced and duplicates are detected across years.
- Wearing glasses.
- Smiling, or an open mouth.
- Head too small or too large for the 50%–69% range.
- Shadow on the wall behind the head.
- A coloured, textured or cluttered background.
- HEIC or PNG uploaded instead of JPEG.
- File over 240 KB — or crushed so hard it shows blocking.
- A rectangular crop padded to look square.
- Retouching: beauty filters, skin smoothing, teeth whitening, background blur. These can be treated as misrepresentation.
